Moghan Plain has located between north - western part of Iran and Aras river border. This area has been used from ancient times during autumn and winter seasons as a winter quarters for Shahsavan tribes due to having reach - Thriving green pasture. Economic planning, establishing Aras dam and irrigation channels began from 1328. These gradually provided bases of mechanization complex form in this area. Thus such changes have caused tribes replacement from winter quarters with leaving traditional animal husbandry activities, as a result they settled down in Moghan Plain. This paper is attlempting to survey economic planning effects especially establishing Moghan and Pars mechanization complex on tribes - settlements during 1328 to 1370 (years).
