The settling pattern of population and settlements represent physical environment conditions and economic, socio - cultural and political circumstances of a region.
Our studies from 1345 to 1375 in the province of Semnan indicats many changes, such as; change of numbers, kinds, population growth, classification and hierarchy, as well as distribution of rural population and settlements. These changes have many reasons. Some of these reasons are direct, and have regional and local influences, and some of these are indirect, and have national influences. However economic, socio-cultural, technical and politic'al factors caused these changes. I should point out that changes due to unplanned actions which caused disorder on environmental, economic, socio-cultural, and spatial consequences of the regIOn.
