The study of housing throughout the world shows that in the time of qualitative and quantitative crisis of housing, governments of different countries have put the fingers on building the public houses and mass housing plans until they could solve the problems of housing.
Already, the same ways have been exercised in Tehran to solve the similar problems. But, because they have put housing policies without consideration of historical backgornud of Tehran and poltical, economic, social situation of the society and the texture of the city, the exercised policy has dressed the social spaces and has dispersed the physical location of Tehran.
